At a guess it’s all down to electoral boundaries ie. “gerrymandering”. Don’t bother explaining anyone… wikipedia is such a poor source as far as providing a coherent picture.

@Bryce, I’m guessing you mean “party” instead of “candidate,” and yes, it does all come down to gerrymandering, but gerrymandering only affects the House, because the House is based on population, and the Senate is a flat rate: two (2) per state.
